2. The fee: one-time or annual?

BSNL's FAQ says the Principal Entity registration fee is "INR 5,000/- (one-time, non-refundable)". The same FAQ also says a registration is valid for one year with a 30-day grace period, and that CTA (link and callback number) whitelisting is "included as part of the annual maintenance fee".

Both statements cannot be fully true. Our advice is to plan for a yearly charge, which matches how Jio, Airtel and Vi describe theirs, and to check the payment screen for the exact amount and whether 18% GST is added on top. Most guides quote about ₹5,900 because that is ₹5,000 plus GST.

3. Documents BSNL asks for

• Business PAN (company, firm or proprietor). The entity name you type must match it exactly.
• Authorised person details: name, ID proof, mobile number and email of the person who will operate the account.
• Proof of business, such as a GST certificate, certificate of incorporation, partnership deed or shop establishment registration.
• Letter of Authorisation on letterhead when someone registers on your behalf, such as a telemarketer or SMS provider.
• Extra documents if you are a government department or a SEBI-registered entity, because those headers are restricted.

Most rejections at this stage come from name mismatches: "Sri Murugan Traders" on the form, "SREE MURUGAN TRADERS" on the PAN. Copy the name from the PAN card character for character.

4. Registration steps

1. Open ucc-bsnl.co.in and choose to register as a Principal Entity (not a telemarketer).
2. Enter the business details exactly as on the PAN, select your business category and add the authorised person.
3. Upload the documents above as clear PDFs or images.
4. Pay the registration fee. The 72-hour approval target runs from payment.
5. Once approved, note your entity (PE) ID. Your SMS provider needs it.
6. Register your headers, then your content templates against those headers.
7. Bind your telemarketer (your SMS provider) to your entity so the delivery chain is declared. Undeclared chains have been rejected since 11 December 2024.

5. Headers on BSNL

Header rules on BSNL follow the shared platform: six characters, no spaces or special characters. Transactional and service headers are letters or letters and digits, such as AVNZON. Promotional headers have traditionally been six digits, with the first digit showing the business category. A header that is not used for more than 90 days can be returned to the pool, so a seasonal sender should keep at least occasional traffic on headers it wants to keep. You cannot register someone else's brand, a celebrity's name or anything that looks like a government scheme. Details are in our header registration guide.

6. Templates and variable tags on BSNL

BSNL's content template guidelines list three template types: promotional, transactional (which now includes OTPs from non-bank senders) and service implicit. A template may contain at most three variables, with more allowed only "after proper justification". A new template can be linked to only one header.

Since TRAI's 18 November 2025 direction, every variable has to be tagged with its type. BSNL uses the short tag names:

The example above has four variables, one more than the default limit of three, so it would need a justification. A tidier version puts the student's name and the due date into a single {#alp#} value. Note the header in the sign-off: a generic word like SCHOOL would be refused, so use an abbreviation of the school's own name. 7. If you were on MTNL

MTNL's DLT portal currently says that new registrations for Principal Entities, telemarketers, headers and templates are stopped while MTNL's DLT platform migrates to BSNL's. Existing MTNL entities should watch for migration communication and keep their login details. New businesses should register on BSNL or any other operator; because one registration works everywhere, nothing is lost by not using MTNL.

8. Checking a registration

BSNL's homepage links daily PDF lists of registered Principal Entities and headers. If a supplier claims a header is registered, or you want to confirm your own entity has gone live, search the latest list. Vi and MTNL publish similar lists, and Jio publishes a list of entities and headers too.

9. BSNL or another portal?

You only need one. The entity ID BSNL issues is valid on every network, and the same is true the other way round. Reasons people choose BSNL include an existing BSNL relationship (government offices, PSUs, institutions) or a preference for its circle-level contacts. 10. BSNL DLT support

BSNL does not publish a national DLT helpline. Its portal has a "Support (Circle Wise Spoc Details)" page listing, for each telecom circle, the officers who approve and verify registrations. Tamil Nadu has two approvers and one verifier listed. Use that page for current names and contacts. We don't copy officers' personal numbers here because they change.
